About the job

The majority of our sales come through a competitive procurement process, which requires answering a government or university Request for Proposal (“RFP”). The Proposal Manager owns the procurement process and works hand-in-hand with the sales and product teams to construct and execute responses. The Proposal Manager will manage the entire project timeline and ensure a high-quality product is delivered on time. The proposal is a critical step in bringing new business to Passport and the Proposal Manager plays a huge role in our continued success.

You will collaborate with our sales, product, engineering and marketing teams to translate highly technical and complex concepts into clear, concise, and powerfully written responses. You'll prepare documents that effectively communicate the value proposition of Passport’s products. You'll write, edit, and rewrite sales proposals in order to put forward the most compelling solution possible.

Here's what you'll do every day:

  • Be a Subject Matter Expert on Passport’s full suite of products
  • Organize meetings with the deal team lead to develop and contribute to strategy for responding to the RFP including both pricing and positioning
  • Organize and format proposals in accordance with Passport’s standardized writing rules and layouts
  • Ensure compliance with technical requirements
  • Collaborate with members of the sales, marketing, finance, legal, or product teams to ensure content is complete, accurate, and timely
  • Write persuasive and accurate responses to RFPs that are read by key stakeholders in the largest cities in the world
  • As a more experienced and versatile writer, you’ll spend the majority of your time on “enterprise product” proposals representing the full range of Passport’s product offering
  • Support forecasting and bid distribution planning processes to assist the team
  • Execute process implementation and improvement as directed by the team leader
  • Analyze all deal flow metrics to consistently improve process, pricing and bid strategy
  • Assist in strategic “Best and Final Offer” processes occurring in later stages of the proposal process
  • Share best practices across the team and with partners so that our proposal process and team continues to get better every day

You have an eagle-eye when it comes to dotting i’s and crossing t’s - nothing gets past your desk without it being 100% error free. You also love ensuring that everything in a proposal matches requirements.


  • Bachelor’s degree
  • At least 3 years of business experience, preferably 7, in technical or content writing roles or with SaaS experience; government experience is a plus
  • Strong grammatical skills
  • Proven track record of consistently delivering and meeting deadlines
  • Excellent communication skills (written, verbal, and listening) with the ability to work effectively across internal and client teams
  • Experience with “Sketch” or similar graphics software is a plus
  • Demonstrated ability to think critically, analytically and independently
  • Amazing time management and organizational skills; grace under pressure
  • Ability to manage multiple, complex projects at the same time
  • Proven experience meeting conflicting deadlines without sacrificing quality of work
  • Ability to learn quickly and on the fly, and then apply learnings to improve future work efforts
  • Can manage ambiguity with confidence
  • Comfort with regular change, and ability to be nimble/resourceful through change
  • Ability to make connections across business and marketplace
