SVP, Payments

About the Role:

The SVP Payments, reporting to the President, is an integral role across Passport. This role has cross-departmental leadership accountabilities in overseeing the development and delivery of Passport Payments across the Passport ecosystem.  

At Passport, the payments product/service is tightly integrated across Passport’s web and mobile app products: parking, permits, citations, transit, and tolling. Each product line has unique integrated payments requirements and product opportunities where the SVP Payments is a key partner in helping guide each product line’s integrated payments program. 

Given the criticality of Passport Payments as a connected service across product lines, extensive collaboration across Product Management, Engineering, Client Success, Sales and Marketing is imperative. Additionally, providing product & industry expertise across key functional areas, such as Legal, Finance and Support is also a core responsibility.

The main responsibilities of this role are to: 1) Define the payments strategy; 2) Implement the payments strategy; 3) Oversight of program execution (including product delivery, payments operations, payments cross-sell efforts); 4) Identify and manage areas of payments-related risk (underwriting, monitoring, industry compliance & regulations); 5) Senior leader over key vendor relationships (Visa, Mastercard, American Express, Discover, Worldpay, Finix and others as named); 6) Oversee and update payments pricing models as needed.


Defining Payments Strategy

  • Collaborates with senior leadership, Passport advisors and product managers in defining short and long term payments strategy and key product roadmap deliverables supporting the strategy.
  • Engages with Sales, clients and prospects in interpreting market opportunities.
  • Works with key vendors and participates in quarterly reviews and seminars to gain key industry knowledge and insights. 
  • Authors, produces and presents Payments’ strategic vision and planning

Implementing Payments Strategy

  • Oversees all Payments Strategic Initiatives and workstreams.
  • Establishes and maintains Payments’ Goals and Objectives 
  • Holds periodic meetings with Product Management to evaluate product roadmap & delivery
  • Participates in all relevant payments-related cross-functional meetings

 Oversight of Program Execution

  • Product Roadmap.  Guides the direction of the product roadmap in conjunction with the Product Team
  • Payments Operations. Accountable for key payments operational tasks ensuring compliance with Passport’s Payments Policy Guide. Execution of payments ops tasks are with the Support team.
  • Payments Cross-sell.   Develop and guide Passports Payments’ cross-selling programs. Works in partnership with Marketing, Sales, Client Success and Product Management in cross-sell plans and execution.

Payments Risk Oversight

  • Accountable for governance and complying with all risk management requirements as outlined by Worldpay and Fifth Third Bank in supporting the Card Network rules.
  • Ensures that appropriate transaction monitoring systems are in place as a fiduciary responsibility. 
  • Stays abreast of Card Network rules updates (i.e., Visa, Mastercard, American Express, Discover operating regulations) to ensure Passport compliance. 
  • Actively lobbies for and defends Passport with regards to the interpretation and enforcement of Card Network rules / operating regulations.

Key Vendor Management

  • As the payments senior leader, establishes relationships with all the Card Networks.
  • Establishes quarterly reviews with Worldpay and Finix. Acts as the initial escalation point supporting Product Management and Payments Ops. 
  • Oversees, manages and protects the Visa and Mastercard small ticket incentive rate programs. 
  • Actively works with all Card Networks to seek out incentive agreements, marketing funds, and assess their product & service offerings.
  • Acts as the Passport point-person in interpreting and evaluating changes to Card Network rules and developing plans with Product Management to solve for any new requirements. 
  • Appropriately positions Passport for vendor negotiations ahead of contract renewal dates. Works RFPs as necessary. Seeks new vendor relationships as necessary.

Payments Modeling

  • Shares accountability with the Product Manager in maintaining the payments pricing model to help Sales price deals and estimate annual recurring revenue (ARR) and pricing margins.
  • Interprets the Card Networks bi-annual rate packages and updates the model as necessary.
  • Seeks out industry experts (consultants, advisors, etc. ) as necessary, to assist in maintaining the model in concert with Card Network and industry changes.



  • At least 20  years in a general manager and/or product manager capacity
  • At least 15 years of payments-related industry experience, preferably in a technical product management role
  • Preferably, 10+ years or more working with merchant processor(s) or gateway provider(s)
  • In depth understanding of the payments ecosystem and how it works (issuers, acquirers, processors, card networks)
  • Experience with the Card Networks and an understanding of Interchange, and the card networks’ fees, dues & assessments.
  • Excellent organizational and communication (written, verbal, and listening) skills
  • Strong technical background, experience in software development is a plus
  • Experience developing products for mobile
  • Familiarity with data architecture, database systems, and SQL is a plus
  • Process, problem-solving, strategic, and continuous improvement mindset
  • Bachelor’s degree is preferred, MBA or other graduate degree is a plus
  • SaaS company experience is a plus
