One of the business goals of ProRail is to reduce the number of train service depleting Irregularities (TAO) through reducing the number of avoidable failures. Performance analysis shows that the ES-las is a major contributor to the number of TAO's. Through this tender ProRail wants a framework contract for the delivery of better performing ES-las exit.

The information folder will be tested against the requirements in the tender dossier. The FMECA will be assessed by an evaluation committee, with a minimum score must be achieved in order to qualify for award (pass / fail criterion).
All parties eligible for an invitation to tender will also be invited to a kick-off meeting. In the initial meeting, ProRail will explain the program in the background, the question of ProRail (the tender documentation), and the process of tendering and the expectation of ProRail in to submit offer. ProRail intends to make this kick-off meeting to take place on 10/10/2014, Utrecht.
For the purpose of the award criterion CO2 level of performance in addition to providing a discount certificate also be obtained by providing a CO2 level of ambition. The level of ambition (one of the steps of the CO2 performance ladder) should be reached within the contractual period.
