Framework Agreement Concerning Micro Mobility
Ruters vision for the future mobile solution includes cycling and walking and a cohesive and sustainable mobility offer. This requires development of a close and flexible network of high quality integrated mobility solutions so that the client gets multiple selection choices, and it is easier for travellers to leave a vehicle.
A well-functioning and integrated micro mobility scheme will contribute to improved interaction between walking, cycling and public transport, and is thereby an important step to a comprehensive and sustainable mobility offer.
In order to reach these goals, Ruter will enter into a framework agreement for the delivery of micro mobility schemes in the geographic area where Ruter operates, outside of Oslo.

In summary, the purpose of the contract is to develop a micro mobility scheme that:
— contributes to sustainable freedom of movement and seamless travel across municipal borders,
— complement the public transport offer, particularly from the public transport node to the destination,
— is an offer to the residents, visitors and businesses in the individual municipality, including municipal employees.
Ruter will enter into a framework agreement about micro mobility where the tenderer has overall responsibility for the scheme.
Ruter defines the concept of micro mobility so that it can include electric bicycles, regular pedal bikes, electric kick bikes, courier bikes etc. During the contract period, the supplier has the opportunity to, in cooperation with Ruter, adapt the mix of vehicles in accordance with experience based on user preferences, development of new types of vehicles and accessible economy limits. Ruter places emphasis on the mix at any given time consisting of different types of vehicles in order to serve different target groups and user needs.
The assignment applies to the period 1.3.2020 to 28.2.2022, with the possibility of an extension of 1 year + 1 year. The underlying call-off contracts made for the individual municipality will have a duration of 2 years with the possibility of up to 4 extensions with a maximum duration of 4 years, so that the contract length of the individual call-off contract cannot exceed 6 years.
