Delivery of 3 low-floor city buses
The subject of the order is the delivery of 3 low-floor city buses (without transverse thresholds in the entrance door), category M3, class 1, with a diesel engine meeting the Euro 6 emissions standard, powered by diesel, with a length of min. 10 m

The buses in question must be vehicles of the same brand, manufactured by the same manufacturer, must be brand new and manufactured not earlier than in 2020, free from physical and legal defects. A brand-new bus is considered to be an unused bus, with a distance of no more than 3000 km, not previously registered, not used for test drives, presentations or tests. The buses on offer cannot be prototypes.
All buses delivered to the Ordering Party that are the subject of the order are to meet the following requirements:
a) specified in Section III of the Act of 20.6.1997 - Road Traffic Law (consolidated text Journal of Laws of 2017, item 128) and meet the technical conditions specified in the Regulation of the Minister of Infrastructure of 31.12.2002 on technical conditions of vehicles and the scope of their necessary equipment (Journal of Laws of 2016, item 2022, as amended);
b) specified in Directive 2007/46 / EC of the European Parliament and of the Council of 5.9.2007 establishing a framework for the approval of motor vehicles and their trailers as well as of systems, components and separate technical units intended for these vehicles ("Framework Directive") - OJ UE.L.2007.263.1 of 2009.10.9;
c) specified in Regulation (EC) No 661/2009 of the European Parliament and of the Council of 13.7.2009 on technical requirements for the type-approval of motor vehicles regarding their general safety, their trailers and systems, components and separate units intended for them technical (Journal of Laws EU.L.2009.200.1 of 2009.7.31);
d) Regulation No. 107 of the United Nations Economic Commission for Europe (UN / ECE) - uniform provisions regarding the approval of category M2 or M3 vehicles with regard to their general construction (Journal of Laws UE.L. 2015.153.1 of 2015.06.18), concerning vehicles used for the carriage of passengers and having more than eight seats in addition to the driver's seat, for a class I vehicle;
e) they must have a valid (valid as at the day of submitting bids) "Vehicle Type Approval Certificate" or "EC Vehicle Type Approval Certificate" issued in accordance with applicable regulations;
f) delivered buses on the day of signing the delivery and acceptance protocol must comply with current vehicle registration regulations sufficient to complete the registration formalities by the Employer.
g) The Ordering Party requires that the delivered buses meet the requirements of the EURO VI standard regarding the emission of pollutants, set out in the Regulation of the European Parliament and of the Council (EC) No 595/2009 of 18.6.2009 regarding the type-approval of motor vehicles and engines with regard to emissions from heavy duty vehicles (Euro VI) and on access to vehicle repair and maintenance information, amending Regulation (EC) No 715/2007 and Directive 2007/46 / EC and repealing Directives 80/1269 / EEC, 2005/55 / EC and 2005/78 / EC (Journal of Laws EU.L.2009.188.1 of 2009.07.18, as amended), hereinafter referred to as Regulation (EC) No 595/2009;
h) the vehicles offered must be powered by a diesel engine meeting the following parameters:
I) the level of exhaust emissions min Euro - 6 (Annex I to Regulation EC No 595/2009 - OJ EU L167 / 1 of 25.6.2011), i.e. the limit values for individual pollutant emissions may not be higher than:
- carbon monoxide (CO) emissions: 4.0 g / kWh,
- total hydrocarbon emissions (THC): 0.16 g / kWh,
- nitrogen oxides (NOx) emissions: 0.46 g / kWh,
- NH3 emissions: 10 ppm,
- Mass of solid particles: 0.01 g / kWh;
II) meet the requirements of the Regulation of the Prime Minister of 10.5.2011 regarding other than mandatory criteria for the evaluation of bids in relation to certain types of public procurement, the Employer requires that the offered buses have a maximum fuel consumption of no more than 36 l / 100 km.
