The object of the procedure is the acquisition of a river pilot, with aluminum body, for the navigation area 3 - inland waters, fast vessel of modern design, high quality execution, durable, reliable and low operating cost, in accordance with the requirements of the specification. tasks - section III) of the award documentation.
The deadline until which requests for clarifications to the award documentation are received from potential bidders 18 days before the deadline established for the submission of bids. The deadline-response of the contracting authority to the requests for clarifications to the award documentation 12 days before the deadline established for the submission of tenders.
In accordance with art. 29 para. (3) of the Annex to GD no. 394/2016, the contracting entity will respond only to the requests for clarifications addressed by the economic operators until the previously mentioned term.

In order to carry out the piloting activity on the Maritime Danube, AFDJRA currently has 3 new river pilots equipped with a 360 HP DOOSAN engine and 3 pilots equipped with a 217 HP U2D6 engine, built between 1980 and 1981. , with which the director ensures the piloting activity in the ports of Sulina, Tulcea, Galați and Brăila. Because the age of the three pilots in operation exceeds 30 years, well beyond the normal operating time, regulated by law (12-18 years), there are often technical problems that generate high operating costs and emissions above the permitted limits.
In this context, it is desired to purchase a river pilot with aluminum body, for the navigation area 3 - Inland waters, fast ship of modern design, high quality execution, durable, reliable and low operating cost.
The construction of the ship will be done based on a technical documentation (project), which will be prepared by the Contractor and will be approved by the Romanian Naval Authority - Naval, Industrial Products and Market Surveillance Service Bucharest. The general plan of the ship will be an integral part of the technical offer.
The ship is to be operated, mainly, on the Romanian sector of the maritime Danube.
The pilot will meet the requirements of safety, maneuverability, speed, reliability and efficiency, according to OMT no. 1472/2018 on the approval of technical requirements for inland waterway vessels.
All equipment installed on board the pilot shall be accompanied by type certificates recognized by the Romanian Naval Authority or IACS member classification societies.
